"zoom a JPEG image" doesn't give much info on what you actually want. For example, do you want to change the pixel height and/or width of the image in a JPEG file, or do you want to change the hight and/or width of the display of that file? In what program (any browser, IE only, MSWord)? Something else?
Well, I want to display an image on a HTML web page and, when clicking with mouse over the image, zoom in or zoom out whether it was clicked with left or right button of the mouse.
